Key takeaways

  • For adults 18+, KCanG §3 permits up to 25 g for personal use away from home; at one's residence or usual abode it permits up to 50 g dried cannabis and up to three live plants, with a combined 50 g possession ceiling.
  • KCanG §2(1) prohibits importing, exporting, and transiting adult-use cannabis; domestic possession limits are not border allowances.
  • KCanG §4 allows cannabis-seed import for private cultivation only from EU member states.
  • KCanG §1(8)(a) excludes medical and medical-scientific cannabis, as defined by MedCanG §2, from its defined term Cannabis; this does not establish patient travel permission.

First question: does your route cross a border?

If an international border is involved, do not treat Germany's domestic possession allowance as permission to carry cannabis. KCanG §2(1) prohibits importing, exporting, and transiting cannabis. The law separately allows limited domestic adult-use possession; those are different rules.

Domestic possession limits for adults

For people aged 18 or older, §3 permits up to 25 g for personal use. At a person's residence or usual abode, §3 permits up to 50 g of dried cannabis and up to three live plants. The total amount possessed under the home and away-from-home allowances cannot exceed 50 g. These are statutory adult-use limits, not advice to carry cannabis while traveling.

What the border rule covers

Section 2(1) lists importing, exporting, and transit as prohibited conduct. Section 4 creates a narrow rule for cannabis seeds: importing seeds for private or association cultivation is permitted only from EU member states. Do not apply that seed exception to cannabis flower, extracts, or products.

Medical cannabis and airport procedures are separate

KCanG §1(8)(a) excludes medical and medical-scientific cannabis, as defined by MedCanG §2, from the term "Cannabis" used in KCanG; that scope distinction does not itself establish a patient's cross-border permission. This page does not establish the separate rules for prescribed products, Schengen certificates, import/export permits, airline carriage, airport screening, or a transit country's law. Check the competent official authorities for every country and ask the prescriber or dispensing pharmacy about documentation. Do not assume a domestic German allowance answers those questions.

Quick FAQ

Can I take adult-use cannabis from Germany into another country?

KCanG §2(1) prohibits export and transit of cannabis. This page does not identify a general traveler exception.

Does the 25 g limit apply at an airport?

It is a domestic possession allowance for adults under §3, not permission to cross a border or pass airport screening.

Does this page cover prescribed cannabis?

No. Medical cannabis is excluded from KCanG's adult-use definition. Check the separate official medical-travel rules for every country on the route.
