The national framework and local practice
Do not reduce Dutch cannabis rules to "fully legal" or "fully illegal." The official government describes a controlled supply-chain experiment alongside existing national rules and municipal implementation. This page focuses on the experiment, not a full commentary on the Opium Act or individual conduct.
What the supply-chain experiment says
Government.nl says the experimental phase started on 7 April 2025 and will last four years, with a possible extension of up to 18 months. During that phase, coffeeshops in 10 participating municipalities are permitted to sell regulated cannabis products only. The government page explains earlier preparation and start-up phases too. This is a bounded program, not proof of identical retail rules across the country.
Questions that need local verification
Check the municipality and current official government page for local implementation, business status, and any current rule that affects your visit. This summary does not state personal possession amounts, age requirements, driving rules, or visitor permissions. Never infer that a coffee-shop policy authorizes taking cannabis across a border. For a separate UK source guide, see UK cannabis rules; those rules do not apply in the Netherlands.
