What MHLW says about use and cultivation
MHLW says the first-stage law applies narcotics prohibitions and penalties to illicit cannabis use. It also explains product THC residual limits, which depend on product form; those technical values are not reproduced here. The second stage creates cultivation-license categories for specified purposes. Do not confuse a licensed activity with personal-use permission.
Medical-product rules are not adult-use permission
The amended framework allows regulated use of cannabis-derived medicines where applicable law and approval permit it. A medicine's regulatory status does not legalize non-medical use or make every product lawful.
